## Background

The Israel National Drone Initiative is a national effort to promote the use of drones for societal, environmental, and economic impacts in civil and commercial applications. Israel Innovation Authority, C4IR Israel, Ayalon Highways, the Ministry of Transport and the Civil Aviation Authority of Israel (CAAI) launched the Israel National Drone Initiative (INDI) in 2019 to promote the use of drones for the betterment of society. The INDI aims to seamlessly integrate drone and airspace management technologies necessary for drones to operate safely.

## Airspace management is critical to safely and effectively realizing drone technology's full potential.

The INDI promotes the use of drones for societal benefit, showcasing all necessary technologies. The project has contributed to Israel becoming one of the first countries to implement uncrewed air traffic management systems in complex scenarios.

## INDI Focuses on Three Key Strategies for Fostering Drone Innovation

Flexible Regulatory Sandbox: Establish a framework prioritizing safety and adaptability for responsible innovation. INDI has conducted over 24,000 drone flights, testing various applications from emergency response to cargo transport. Notable projects include drone-based blood transport with Israel's Blood Bank and medical supply deliveries between Hadassah medical campuses in Jerusalem.Public-Private Collaboration: Combining resources and expertise, these partnerships drive innovation and redefine standards. INDI's success showcases how government and industry collaboration accelerates product enhancement, operational testing, and the adoption of new business models.International Collaboration: Sharing knowledge and aligning standards globally sustains innovation. INDI works with top aviation regulators like the FAA and EASA, and global organizations such as ASTM, C4IR, and the World Economic Forum. Engaging in international forums and visits from global leaders, including the ICAO director general, further strengthens these efforts.
